Charles Prestwich Scott, commonly known as C. P. Scott, was a British naval historian, author, and creator of �Parkinson's Law.� His best-selling book, �Parkinson's Law� (1957), humorously stated that �work expands to fill the time available for its completion.� He was also the editor of The Manchester Guardian (now The Guardian) and a Liberal Member of Parliament4.
